The pages of a document got shuffled. Slide them back into order, from page 1 to the last page, with the gap in the bottom-right corner. Fewer moves is better.

Every game is dealt by sliding pages from the finished order, so every game can be solved.
Yes. Press Tab until the board is focused, then use the arrow keys: the up arrow slides the page below the gap up, and so on. You can also Tab to a page and press Enter.

Put the top row in place first, then the left column, and keep shrinking the unsolved area. The last 2 × 2 corner is solved by circling the pages around the gap.
